According to the reserach conducted by TUIK 13% of the population in our country consists of disabled individuals. Most of the disabled people do not have enough Access to education , health, employment and social life oppurtunities.
Visually impaired people constitute a significant proportion of the disabled people in our country.

 

It has been proven that when the visually disabled people provided with sufficient technological opportunities, can be equally successful in many areas with sighted people.


With this project, we aim to contribute to the education of disabled individuals with low or no vision , by creating
a technology class with all the possibilities of the computer.

Project Summary

As the Rotary Club of Bostanlı with the support of the Rotary International Foundation,  we aim to create a technology class for individuals with low vision or no vision due to complete or partial loss of vision, and to contribute all the possibilities of the computer to the education of these individuals.

Within the scope of our project "Accessing Information is Important Also for Me", our aim is primarily to establish an alternative, up-to-date and effective education system for visually impaired individuals in school period to access information and to make this system reach the maximum number of users.

According to OECD-EU and Turkey data, approximately 15% of the world's population consists of individuals with disabilities. In other words, there are 1 billion disabled people in the world. For this reason, they are characterized as the “largest minority” in the world. In Turkey, the rate of disabled individuals is 11% according to the National Disability Database (However, according to unofficial figures, it is thought that there are disabled individuals at the level of 13%). Visually impaired individuals constitute a significant proportion of the disabled people in our country.

Visually impaired people, like other individuals, need access to information for reasons such as education, lifelong learning, participation in business and social life and similar reasons. The three most important features of information are universality, shareability and accessibility.

The most important requirement of today's information epoch is to create a common society where all users can always access information in any environment, and to eliminate their advantages or weaknesses arising from differences such as the elderly and disabled, regardless of user differences. Every individual living in the society has the right to benefit from opportunities and opportunities equally. Visually impaired people, like other individuals, need access to information in different areas of their lives such as education, employment, lifelong learning, participation in economic and social life. Visually impaired people also have all the rights that other individuals must benefit from the opportunities required by the information age. Visually impaired individuals experience various problems in accessing the information they need. These individuals can only overcome these problems with the help of another person.

It is not a problem for a person to be visually impaired, the main problem is the inadequacy of the opportunities provided to that person. It has been proven that when visually impaired people are given sufficient technological opportunities, they can achieve equal success with sighted people in many subjects. The following Fully Equipped Audio/Augmentation/Embossed PlayStation is suggested, which should be in a technology classroom for our visually impaired and low vision students. In this proposed class, students with visual impairments and low vision will be able to do their education with this workstation, as if they were sighted alone, without any help from anyone. In this classroom, visually impaired students will be able to read their books on their own, do research on the internet, connect to other libraries and access domestic and foreign resources, and download the books they are looking for in both audio and text formats, both with audio and with enlargement and at the same time with braille alphabet. They can listen and record. In addition, they will be able to do everything that anyone who sees with all the possibilities of the computer can do on their own, without needing anyone.

The development of equipment and software for the disabled has accelerated and facilitated the access of the visually impaired to information. The development and use of the Internet has not only increased the opportunities for visually impaired individuals to access information, but also provided them with a new information and communication environment. However, today the information in the web environment is becoming more and more visual and it is possible to say that the needs of visually impaired users are also considered in the design and realization of websites.

Due to the complete or partial loss of vision, the education of the visually impaired should be done with special tools and methods. With the influence of technology, many different options help the education of the visually impaired today. Education of the visually impaired, like the education of individuals, is generally planned at pre-school, primary education, secondary education, and higher education stages. In addition to these, vocational training and rehabilitation studies are carried out at secondary and higher education levels. However, it is almost impossible for them to reach this technology in our country. With the awareness that the disabled population in the world constitutes the largest minority group and the fact that we are all candidates for disability, we set out to find solutions to the problems of disabled people in their education life.

Within the scope of our project "Accessing Information is Important Also for Me too"

According to the statistical information obtained from the project, which we will implement within the Konak Barrier-Free Life Village, a joint project of the Foundation for the Protection and Education of Persons with Disabilities and Konak Municipality, there are approximately 600 visually impaired people registered in the close vicinity of our institution, and approximately 13.000 visually impaired people throughout İzmir. In addition to these figures, it is also known that there are unregistered disabled people.

In this classroom to be prepared, students with visual impairments and low vision will be able to receive support for their education and have equal opportunity with this workstation, which will be set up without any help from anyone. The class to be created will be 12 people. The equipment to be found in the workstation is as follows.

Fully equipped Audio/Amplified/Braille Written Workstation

This system enables the visually impaired to access information fully and accurately and to work more effectively and efficiently. The hardware consists of 5 parts.

1- Computer (PC or Laptop)

2- Jaws for Windows Screen Reading Program

3- ZoomText Reader for Low Vision

4- 5th Generation Blue Focus 40 Embossed Display

5- Pearl Book Reading Camera and OCR

The expected outputs are as follows.

• Through Konak Municipality, visually impaired individuals in the municipality records will be reached in the first place and they will be provided with the opportunities to be created.

• The visibility of the project will be ensured by using both local publications and billboards.

• By using social media actively, it will be ensured that wider masses of the society we live in will be informed.

• The opening ceremony of the project will be held with a wide participation of local managers and the participation of the written/visual media will be ensured.

• A new Visually Impaired module will be opened within the Konak Barrier-Free Life Village, which has been providing education and rehabilitation activities for both mentally and physically disabled groups since 2019, and education will continue with the support of the Ministry of National Education and Public Education Center.

• It is aimed to benefit from 250 different visually impaired individuals monthly in the first stage of the Technology Class for the Visually Impaired to be created.
